Officer Andrew Winzer was en-route to the North Shepherd Sub-Station from Central Headquarters. While leaving the intersection of Franklin at Louisiana (eastbound), Officer Winzer’s patrol vehicle was struck by a southbound vehicle. The impact caused Winzer’s patrol vehicle to slowly roll off of Franklin Street, flip over, and land upside down in Buffalo Bayou. Officer Winzer was unable to unbuckle his seat belt and drowned in the submerged vehicle.
